They charge more for larger ads (especially multi-frame animated images) that intensify the overall file size of the web page and increase the download time. Further, many sites have automated software to block standard web banner designs.
Everybody is free to define their own formats though standards and guidelines have evolved over the years. However, it would be wise to follow the standard banner size guidelines if you want get recognized as a great company, look professional, and become one of the top visited websites. Your traffic will increase on the site if your banner gets picked up and placed on another site (strong back links).
